Philadelphia Estate, Tax and Business Attorney, Steven J FrommSteven J. Fromm has been admitted to practice law in Pennsylvania since 1977. In addition to his law degree, he holds a doctorate of law degree, called an LL.M., in taxation, from the NYU Graduate Division School of Law received in 1977.  He became a C.P.A. in 1981 and is a member of the American Institute of Certified Public Accountants. From 1977 to 1981, he served as legal tax counsel for tax departments in Big 8 and regional accounting firms.  Since 1983, he has been admitted to practice tax law before the U.S. Tax Court.

Since 1981, he has practiced exclusively as an attorney and has concentrated his practice primarily in the areas of estate planning and estate administration, trust matters, including the use of marital deduction and unified credit trusts, irrevocable trusts, charitable trusts, family limited partnerships.  In addition to his estates practice, he also provides legal services involving corporate and partnership tax planning, business acquisitions and sales. 

His practice also focuses on retirement planning, retirement plan design, drafting, and administration, charitable planning and the formation of tax-exempt organizations and their tax exempt status qualification with the IRS. 

His legal practice provides tax counsel and representation before the Internal Revenue Service, the Pennsylvania Department of Revenue, the City of Philadelphia, and other taxing authorities.  In addition, he provides income tax planning and preparation for individuals, trusts, corporations, partnerships and other business entities.

He lectures on various estate planning and wealth transfer tax planning topics as well as various corporate and tax law areas. During 2010 he gave a lecture called "Choosing The Proper Business Entity" which explored the tax and legal implications involving the use of various legal entities available for operating businesses such as corporations, partnerships, limited liability companies, limited partnerships and sole proprietorships.

AV Preeminent Attorney: Steven J. Fromm has been recognized in 2012, 2011 and 2010 by Martindale Hubbell with its highest rating of "AV Preeminent" for legal ability and ethical standards in the estates and tax areas of the law. The AV Preminent peer rating is the pinnacle of excellence earned through a strenuous peer review rating process managed and monitored by Martindale Hubbel, a most trusted legal resource.

Five Star Wealth Manager: He has been awarded a FIVE STAR: BEST IN CLIENT SATISFACTION WEALTH MANAGER in the November 2010 and 2009 Philadelphia Magazine.  Philadelphia magazine contacted an independent market research company, Crescendo Business Services, to administer a rigorous "Best in Client Satisfaction" research process to identify the Five Star Wealth Managers.   The research process adheres to the guidelines established within the Investment Advisors Act of 1940 regarding third party recognition.  More than 100,000 high net worth consumers and 7,400 financial services professionals were asked to evaluate wealth managers in the Philadelphia area.  For 2010, less than 2% (523 out of more than 15,000) of wealth managers (defined by the survey to include attorneys, tax advisers, financial advisers, accountants, etc.) in the Philadelphia area were honored.  The survey asked recipients to judge and evaluate only those wealth managers known through personal experience based on nine criteria: customer service, integrity, knowledge/expertise, communication skills, value for fee charged, meeting financial objectives, post service follow up, quality of recommendations or plan developed, and overall satisfaction.  Wealth managers pay no fee to be included in the research process and cannot influence the selection process.

Awesome Attorney: He was also cited in the November 2010 and the 2011 issues of Suburban Life Magazine as part of a group of lawyers named as 2010 and 2011 Awesome Attorneys.  Suburban life conducted a readers poll and partnered with Avvo, Inc., a Seattle based company that rates and profiles attorneys nationwide, to spotlight the region's top attorneys.  He was one of nine attorneys named in the estate planning law category in 2010.  In 2011, he was the featured tax attorney of the five tax attorneys named in the tax law category.  He was also voted a 2011 Top Attorney in the Readers Choice survey done by Suburban Life in the business law category.

Avvo 10.0 out of 10.0: Superb:   Mr. Fromm has a 10.0 Superb rating from an independent internet company called Avvo.com.  The Avvo Rating evaluates a lawyer's background, based on a lawyer's years in practice, disciplinary history, professional achievements and industry recognition, factors which they deem relevant to assessing a lawyer's qualifications. Avvo rating system has the following advantages.  According to Avvo their rating system is advantageous because:

    • It's unbiased. Because ratings are calculated using a mathematical model, all lawyers are rated by the same standards.

    • There's no favoritism. Here at Avvo, all lawyers are treated equally. They can't pay to change their ratings, and we don't play favorites to lawyers we know.

    • It's developed by legal experts for non-experts. The model used to calculate the Avvo Rating was developed with input from hundreds of attorneys, thousands of consumers, and legal experts.

    • It's easy to understand. With simple ratings from 1 to 10 or "Attention" and "No Concern," we hope to make clearer the murky process of understanding lawyers' backgrounds.
